Ceramic chip capacitor surface arc-over can occur when a high enough voltage is applied across the capacitor to create an electrical arc across its surface which can cause an electromagnetic field break down of the dielectric material creating a short circuit condition. One way to inhibit surface arc-over would be to keep the surfaces of the capacitor free of conductive foreign material that could create a path of least resistance between the terminations.
